
Wilven Jean
Chief Executive Officer, Seychelles Communications Regulatory Authority (SCRA)
Mr. Wilven Jean was appointed Chief Executive Officer of the Seychelles Communications Regulatory Authority on 13th January 2025. The Authority is responsible for implementing and enforcing the Communications Act, 2023, and assumes the regulatory functions previously carried out by the Department of Information Communications Technology (DICT) in the telecommunications and broadcasting sectors. DICT retains responsibility for policy matters within these areas.
Education
Mr. Jean holds a Master’s Degree in Business Administration (MBA/CEMBA) from the University of Seychelles and a Postgraduate Diploma in Wireless Communication Systems from the PLA University of Science & Technology in China. He has accumulated 21 years of experience in the public service.
Professional Experience
Mr. Jean brings with him extensive leadership and technical expertise. He recently completed 18 years of active service with the Seychelles Defence Forces, where he served as a Captain and military pilot. Throughout his military career, he held several key positions, including Pilot Officer and Flight Safety Officer within the Seychelles Air Force. His leadership acumen is further demonstrated through his appointments as Chief of Military Intelligence & Security and subsequently Chief of Strategic Planning at the Defence Forces Headquarters.
Mr. Jean began his professional journey in 2004 as a telecom technician with Airtel Telecom (Seychelles). He joined the Seychelles Defence Forces in 2006 as a military recruit, undertaking various specialised training that enabled him to assume senior roles within the Force, notably as military pilot, flight safety officer/manager, ICT officer, and Chief of Military Intelligence & Security.
Prior to his appointment as CEO of SCRA, Mr. Jean served as the Chief of Strategic Plans, Policy, and Engagement at the Defence Forces Headquarters.
